Job Summary
This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined on education and experience at the time of offer.
NATURE OF WORK
Under general supervision performs professional public health services of considerable difficulty in planning, organizing, and implementing public health programs; performs related work as required or assigned; this position has department specific responsibility.
Nature of Work
(Illustrative Only) Coordinates the activities of assigned staff; provides training, instruction, and orientation to new employees; participates in interviewing and selecting new employees; assists in program planning and evaluation; monitors and assesses agency services and community needs.; coordinates training program utilizing in-person and distance education delivery methods; assures effective communication between healthcare organizations, community health organizations, public officials, and other agencies; participates as a member of the department's management team, assisting in development of strategic goals and objects; identifies and builds partnerships with community organizations that are improving health outcomes for the community; identify opportunities for Health District programs to support and/or collaborate efforts; develops community initiatives to meet grant related goals, objectives and outcomes by establishing and maintaining relationships with community partners and attending community events; attends conferences and uses professional materials to stay abreast of current practices in making and Health District practices; manages specialty programs; assists in program planning and evaluation; responsible for monitoring expenses for grants and client services; ensures compliance with all local, federal, and state laws; may supervise assigned staff; evaluates, develops and implements care plans for the community and/or client needs; researches, develops, and facilitates training on various topics related to Health and community safety; performs functions related to professional expertise and coordinates services within agency/community; serves as a liaison between the agency and community partners; regular and reliable attendance is required; performs other duties as assigned.
Experience and Education
Associates Degree in Public Health, Health Education or a related field; AND two (2) years of experience in a public health setting; a Bachelor's Degree may be substituted for up to one (1) year of health experience.
SPECIAL REQUIREMENTS: Must possess and maintain a valid Arizona driver's license; must possess or have the ability to obtain a Fingerprint Clearance Card ;requires successful completion of a background check.
Knowledge, Skills And Abilities
Knowledge of: Public health principles and practices; health sciences including health maintenance, promotion and prevention; principles of health education and counseling; principles of epidemiology; community assessment and resources; individual/community health assessment; planning; implementing and evaluating interventions and coordinating services.
Skill in: Speaking to clients of varying backgrounds; communicating complex ideas in clear, understandable terms; public speaking; using computers and software; communicating both verbally and in writing.
Ability to: Supervise and coordinate service for a group of clients or target population in a public health program; use initiative and judgment in a program management; abbreviate impact of interventions on health status of client/community; establish and maintain effective working relationships with employee, other agencies, and the public; follow written and verbal instructions; communicate effectively verbally and in writing; perform the essential functions of the job specifications with or without a reasonable accommodation.
Working Environment
The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity; generally, the job requires 60% sitting, 20% walking and 20% standing. Working at a computer monitor for extended periods required; the job is performed under minimal temperature variations and in a generally hazard free environment.

The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ). The employee is able to select from three (3) medical plan options with six (6) tiers that will best suit the employee's needs, dependents or families.
Plan Option 1: Preferred Provider Option A (PPO) or PPO A 1100 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing three steps.
Plan Option 2: Preferred Provider Option B (PPO) or PPO B 1,500 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing three steps.
Plan Option 3: High Deductible High Plan - Health Savings Account (HDHP-HSA) with a 1700 deductible. Employees who participate in the “ Wellness Incentive” will receive a $30 monthly premium reduction by completing three steps.
Employer contributes a total of $800.04 to employees Health Savings Account. If employees select Employee only and participate in the “ Wellness Incentive” employees can receive up to 360.00 contribution to a Limited Purpose FSA card to be used for medical or dental purposes.
Southwest Service Administrator (SSA) Mexico PPO Health Plan: SSA is available to employees who are enrolled in YCEBT Medical PPO Plan A and PPO Plan B. The SSA Plan pays 100% of hospital, medical, laboratory and prescription drug benefits, to a maximum of $5,000 per person per calendar year ($10,000 for two or more family members).
