Background:
Kent, Campa and Kate Incorporated (KCK) is a federal contracting company that provides professional services to Government Agencies. We are currently seeking candidates for a Training Content and Curriculum Development Advisor position in Arlington, VA supporting the National Foreign Affairs Training Center (NFATC), formerly known as Foreign Service Institute (FSI). 

Position Summary:
This work requires a qualified advisor to support the National Foreign Affairs Training Center (NFATC) in enhancing the quality, relevance, and effectiveness of its training curricula. These advisors will provide subject-matter insights and technical expertise to help modernize course materials, strengthen instructional approaches, and identify best practices in adult learning and curriculum development. 

All work performed under this contract will support government-led training initiatives. NFATC retains full responsibility for final decisions related to curriculum content, instructional priorities, and policy representation. 

Duties and Responsibilities:
The contractor shall provide advisory and technical support services to assist NFATC in improving its curriculum, training materials, and instructional methods. Activities may include research, analysis, drafting, and recommendations to support government decision-making. The contractor's work will be performed under the direction and approval of NFATC leadership. 

Tasks may include, but are not limited to: 

  • Reviewing existing course materials and identifying opportunities to modernize content and improve instructional effectiveness 
  • Drafting recommended updates to training materials, instructor guides, handouts, and exercises 
  • Developing sample case studies, scenarios, or simulations for government review 
  • Recommending adult-learning best practices that may enhance delivery in in-person, hybrid, or virtual formats 
  • Conducting research and preparing technical summaries on emerging foreign affairs topics, training methodologies, or instructional tools 
  • Providing advisory input on alignment between training content and Department-level priorities as communicated by NFATC 
  • The contractor shall provide the following deliverables, subject to NFATC review and approval: 
    • Draft curriculum and content recommendations to support NFATC's instructional needs 
    • Updated draft training materials (e.g., presentations, handouts, instructor reference materials) 
    • Draft case studies, exercises, or simulations for use in training environments 
    • Written recommendations related to curriculum improvement or instructional methodology 
    • Monthly progress reports summarizing activities, findings, and pending tasks 
All recommendations and draft materials submitted by the contractor are subject to government evaluation, revision, approval, and final decision-making. 

Required Qualifications:

  • Experience in foreign affairs, international relations, or Foreign Service–related subject areas
  • An MS/MA in Instructional Design and 6+ years' curriculum/instructional design experience, with proven ability in drafting educational materials and designing a variety of training courses (including, but not limited to, foreign affairs, tradecraft, or diplomatic training) using a broad array of delivery modalities (e.g., classroom, virtual, hybrid) and methodologies
    • OR 10 years' experience with 24 credit hours in Learning theory, psychology of learning, educational psychology, Instructional design practices, Educational evaluation, Instructional product development, and/or Computers in education and training
  • Proven ability to collaborate effectively with interdisciplinary teams 
  • Ability to obtain Secret level clearance or public trust
  • Strong written and verbal communication skills 
  • Familiarity with and the ability to use computer and related education technologies
